Author of Enlightenment in an Age of Destruction, (Palgrave 2018, co-author). Spectacle of Enlightenment, 2016; This is Not a Theory, 2010. Fenn hass authored many landmark laws and implementations of community energy and climate action, including the original Community Choice Energy ("CCA") Law, 2002; Solar Bond Authority, 2001; and the original Massachusetts' Municipal Aggregation Law (co-author), 1995. Now developing CCA 3.0 for local green new deal programs in New York State and Massachusetts. Editor and publisher of Oaklanders First campaign newspaper and Platform in Progress with former Governor Jerry Brown and Julia Peters as part of his mayoral campaign in Paul's hometown Oakland (1998), Why Are We Losing Our Freedom? (1997), Deep Style (1995) and America in Decline (1993). Winner of several major political campaigns along the way, including Jerry Brown's first run in Oakland in 1998, San Francisco's city-wide voter approval of the Solar Bond city charter amendment in 2001, and statewide voter rejection of Pacific Gas & Electric Corporation's $57M astroturf constitutional amendment initiative to hog-tie CCA initiative, Proposition 16, called "the greatest progressive victory in San Francisco history". Fenn has been awarded several academic, policy and writing prizes for political theory, public policy and program design leadership over the past three decades, most recently from the American Solar Energy Society (2021). Bloomberg news said in 2018 that Fenn "may be the (US) utility industry's enemy number one." In 2024 Fenn completed The Localist Platform which is now being prepared for publication and sale by Accountable Publishing, which is now taking orders, in 2025
